In a grisly incident that unfolded in Singapore on October 17, 2022, a 22-year-old man, Lim Kai Heng, was found guilty of engaging in an obscene act with an eight-year-old girl after he was caught peeping into her family's flat. The chilling encounter took a darker turn when the young girl, mistaking Lim for a deliveryman, followed him outside and witnessed him performing a lewd act.

Lim seized the girl's hand during this heinous encounter, only fleeing the scene when the girl managed to escape at the sound of her younger sister calling out for her. This distressing incident not only traumatized the children but highlighted the dangers they face in their own neighborhoods.

Upon a police investigation into Lim's activities, detectives discovered a cache of disturbing content on his devices. Among the 306 videos and 313 images found, 11 videos and 125 photos depicted children in sexual or offensive situations. The evidence of his predilection for child pornography further solidified his status as a dangerous offender.

In court, Lim received a sentence of 30 months in prison along with four strokes of the cane—two each for outraging the girl's modesty and for possessing child abuse materials. He also faced an unrelated charge of a dangerous act when he threw a cup of water from a height, injuring a passerby in August 2022.

Principal District Judge Jill Tan addressed the contentious debate on whether caning should be imposed in cases where the victim's private parts were not touched. Ultimately, she ruled affirmatively, indicating the psychological harm inflicted on the child was severe and deserving of a strong legal response. The impact statement from the eight-year-old girl revealed she had been suffering from nightmares and anxiety since the incident, stating she now only trusts her father and close relatives, illustrating the lasting trauma inflicted by Lim’s actions.

Adding further complexity to the case, Lim's defense argued for a lighter sentence, emphasizing his lack of prior convictions and his reported distress about his sexual inclination, diagnosed as “ego-dystonic” paedophilia. However, the judge noted that the ramifications of his actions had clearly impacted the young victim significantly.

While the prosecution sought a harsher sentence of 33 to 36 months and six strokes of the cane, Judge Tan's sentencing reflected her belief that the punishment must also serve as a deterrent to potential offenders. She highlighted how important it is to consider the broader implications of such crimes on an innocent life and society at large.

The judge concluded that while Lim’s prospects for employment would inevitably suffer due to his convictions, it was crucial that justice was served in light of the grave nature of his offenses.
