SINGAPORE - A significant financial relief is on the horizon for over 950,000 households residing in Housing Board flats as they will soon receive U-Save and Service and Conservancy Charges (S&CC) rebates this October.

In an announcement from the Ministry of Finance (MOF) on September 30, it was revealed that these rebates are part of the ongoing GST Voucher scheme and the Assurance Package, marking the third quarterly disbursement for the fiscal year 2024. The aim is to assist lower- and middle-income households in managing rising goods and services tax (GST) alongside the cost of living—issues that have become increasingly pressing in today's economic climate.

Expected Rebate Amounts

So, what can residents expect?

Households living in one-room and two-room flats are in for a notable $190 in U-Save rebates, which could cover around eight full months of utility bills.

Those in three-room flats will receive $170, while four-room flat residents will benefit from $150.

Residents of five-room flats will receive $130, and those living in executive or multi-generation flats will get $110, which, while the least among groups, will still provide significant relief.

No Action Needed

What’s even better is that no action is needed from residents to claim these rebates—funds will be credited directly into their utility accounts with SP Services. Similarly, town councils will automatically credit the S&CC rebates to the respective accounts.

Addressing Rising Utility Costs

These rebates come at an essential time, especially as households grapple with increasing utility costs attributed to recent carbon tax hikes and rising water prices. Addressing this, the MOF has stressed that a portion of the rebates is aimed to cushion the impact of these changes.

Additional Financial Relief

In good news for consumers, SP Group reported that electricity tariffs are set to decrease for the next quarter, with a reduction of 2.6% anticipated due to lower energy costs. Additionally, City Energy, the provider of piped gas, has announced a cut in gas tariffs by 0.45 cents per kWh, providing further financial relief to households.

With these financial aids in place, Singaporean families are not only supported in managing their expenses but are also given a glimpse of hope as the government seeks to alleviate the financial strain of everyday living.
