Turning Military Grounds into a Housing Haven
Ottawa is gearing up to transform the former Kapyong Barracks site, now known as Naawi-Oodena, into a vital source of affordable housing. This ambitious plan is a key initiative of the newly minted Build Canada Homes agency, aimed at constructing thousands of housing units across the nation.
A National Strategy for Urban Housing
Under the leadership of Prime Minister Mark Carney, the federal government has chosen six cities, including Winnipeg, to utilize federal land for rapid housing development. Alongside Ottawa, the cities of Toronto, Edmonton, Dartmouth in Nova Scotia, and Longueuil in Quebec will also benefit from this plan, dubbed a strategy to "supercharge" construction.
A Collaborative Approach with Indigenous Communities
The Kapyong site spans 160 acres, with 32 percent still owned by Canada Lands Company, a federal corporation. Notably, 68 percent is now repatriated land belonging to a consortium of seven First Nations, who established Naawi-Oodena as Canada’s largest urban reserve in 2022 after a historic land transfer agreement.
Economic Growth vs. Housing Affordability
At a recent event, Premier Wab Kinew emphasized the urgency of addressing Winnipeg’s housing challenges amidst a booming real estate market. "If the federal government can help add housing according to need, it will significantly boost Manitoba's economy while ensuring affordability for future homeowners," he stated.
A City in Need of More Housing
Mayor Scott Gillingham highlighted the significance of the Kapyong site but stressed the broader need for housing across Winnipeg. "It’s not just about one location; the demand is city-wide," he mentioned, as he advocates for partnerships with the province to expedite housing initiatives.
Federal Funds Fueling Housing Initiatives
Winnipeg has already utilized a major portion of the $122.4 million allocated from the federal Housing Accelerator Fund, striving to meet a target of 14,101 housing units by 2027, with a minimum of 931 designated as affordable. The city exceeded its initial goal for permits in the first year, but Gillingham insists that more housing is urgently needed.
A Vision for the Future of Housing in Canada
The Build Canada Homes agency, backed by a whopping $13 billion, aims to revamp the relationship between government and the private sector in housing development. Carney stated, "We are creating a new housing industry using Canadian technology and resources, which will empower builders to construct more homes sustainably and at scale."
What is Considered Affordable Housing?
Under the guidelines of the agency, affordable housing is defined as housing costing less than 30% of a household's pre-tax income. Moreover, the agency will oversee a separate $1 billion fund aimed at transitional housing projects to support those at risk of homelessness.
