However, as the province cuts funding, Niagara College has canceled three hospitality courses, reflecting the strain colleges face after a sudden drop in international student enrollment. This has raised alarms about the long-term viability of the college system in Ontario.
Canadian Niagara Hotels: The Recipients of Controversial Grants
Records reveal that Canadian Niagara Hotels Inc., managing a spa, casino, and hotels, has secured four grants from the SDF. One notable grant of $989,375 will train 500 participants in foundational hospitality skills, while an announcement hinted at a larger $3.5 million fund allocated in 2022 for various training programs.
Opaque Funding: Questions Arise Over Grant Distribution
Despite CTV News's investigation, two of these grants remain shrouded in mystery, with ministry staff providing little clarity on the funding details. If linked to SDF money, Canadian Niagara Hotels could count nearly $9 million in total funding since the program's inception.
Political Contributions: A Web of Influence?
Dino DiCienzo, CEO of Canadian Niagara Hotels, listed as a political donor to the governing PC party, further fuels suspicions about potential favoritism in grant allocations. His company isn't alone; Scale Hospitality, which received $11 million for workforce training, also has ties to political donations.
Concerns and Investigations into the SDF
With OPSEU raising alarms about the grant allocations, internal divisions have surfaced within the Ontario Federation of Labour. Meanwhile, the province’s Auditor General has promised an investigation into the Skills Development Fund to ensure accountability.

A spokesperson for Minister Piccini praised the SDF for its transformative impact, claiming it has trained over 52,000 healthcare and 154,000 construction workers. However, the effectiveness and equity of the fund continue to draw scrutiny as stakeholders debate its future.
