Understanding the Shift from Sers to Vers
Vers is set to revolutionize the way older Housing Board (HDB) estates are handled, differing significantly from the existing Selective En bloc Redevelopment Scheme (Sers). Under Sers, the government selects aging HDB blocks for compulsory redevelopment, compensating homeowners based on current market value. They've conducted about 80 Sers projects since 1995, leaving around 5% of flats qualified for this scheme. But with Vers on the horizon, the focus is shifting!
What Exactly is Vers?
Unlike Sers, Vers gives homeowners of flats aged 70 years or older the power to vote on whether they want the government to buy back their homes before the lease ends. This initiative aims to combat lease decay—the decline in value as the lease approaches its end. Originally revealed by former Prime Minister Lee Hsien Loong in 2018, Vers promises a gradual and orderly redevelopment approach, avoiding rush jobs.

Minister Chee highlighted that many older estates, rapidly constructed in the 1970s and ’80s to meet urgent housing needs, are prime candidates for Vers. Notably, towns like Ang Mo Kio, Bedok, Tampines, and Yishun, with thousands of flats built during this boom, will be closely considered.

The government will soon gather feedback from Singaporeans before rolling out Vers to selected sites in the early 2030s. This initiative aims to scale up progressively throughout the decade, making it available for various estates across Singapore by the late 2030s.
Why No More Sers Projects?
In a recent parliamentary response, the Ministry of National Development revealed that no new Sers projects are anticipated, given that many eligible sites have already been tapped. The last ongoing Sers project involves blocks in Ang Mo Kio, initiated in April 2022, affecting over 600 households. This could be the last hurrah for Sers as Vers takes the spotlight!
