Foo emphasized that the presence of several pre-schools in the Plaza heightens parental anxiety whenever children pass by these shops. While the majority of these businesses operate legitimately, he noted that a fraction tarnishes the establishment's reputation, driving away both residents and potential customers.

The MP pointed out that the tarnished image of Tanjong Pagar Plaza threatens the viability of other tenants, who rely on foot traffic for their daily operations. The current retail mix reflects the shop owners' attempts to maximize rental income, often resulting in a concentration of niche businesses like massage parlors and beauty salons, he explained.

A Complex Challenge

Addressing the problem isn't straightforward, as Foo remarked. Law enforcement efforts typically target masseurs and business owners, allowing the original landlords to lease to similar establishments again. "This complexity is why this issue has lingered for so long," he admitted.

Recently, Foo met with various stakeholders, including police, Housing Development Board (HDB) representatives, the TPP Traders Association, and Town Council members, to strategize on refreshing the Plaza's retail mix. Foo assured that police raids and checks have intensified, targeting establishments involved in vice activities. Additionally, he urged the Ministry of National Development and HDB to consider buying back leases from current owners to facilitate a more curated retail landscape.
