SINGAPORE – A man has found himself behind bars yet again for acts of public indecency, underscoring a troubling pattern of behavior. Neo Beng Yeow, 59, previously jailed for similar offenses, has received a fresh sentence after shocking the public just three months post-release.
Caught in the Act at Food Centre
Neo's latest escapade occurred on August 2 when he brazenly exposed himself and urinated in the bicycle bay of Chomp Chomp Food Centre around 8:30 PM. Diners enjoying their meals were horrified, and one quickly alerted the authorities. When the police arrived, Neo was found with his pants undone and genitals visible.
Consequences of Reoffending
Having reoffended after a prior conviction in December 2024, where he faced a hefty fine of $1,500, Neo was arrested on the same day as the incident and has remained in custody since August 4. During his court appearance on August 25, he pled guilty to public nuisance.
Judicial Response and Sentencing
District Judge Adam Nakhoda did not hold back during sentencing, emphasizing that Neo's continued disregard for the law warranted a 14-day jail term. Additionally, Neo faced another 14 days for violating a remission order that mandated he stay out of trouble. In a poignant moment, he pleaded for leniency, expressing concern for his elderly mother, who he feared would be left alone at home. However, his request to serve the sentences separately was firmly denied by the judge.

Judge Nakhoda highlighted the importance of deterrence in sentencing, noting Neo’s alarming tendency to repeat his offenses nearly as soon as he was released. Neo's prison time was backdated to the date of his arrest, marking yet another chapter in a story of public nuisance that has raised eyebrows throughout the community.
