However, the reality is that in various countries, including Sweden, the responsibility falls significantly on the property owners. "We need to increase awareness that the property owner has an important role and that there's much that can be done without completely renovating the entire property," says Sofie Storbjörk, associate professor at Linköping University.

Shocking Findings from the Study!

The research team examined over 2,300 buildings in collaboration with municipal property companies and discovered alarming vulnerabilities. Many of these structures, including rental properties and facilities like preschools and nursing homes, were situated in flood-prone areas.

Site inspections of 604 buildings revealed that a staggering one-third had ground-level openings, and nearly half lacked essential backflow valves, leaving them at high risk of flooding from wastewater. Additional weaknesses such as cracks in foundations were also identified.

How to Prioritize Flood Risks Effectively!

Faced with numerous issues, housing companies struggled to determine the best course of action. The researchers organized workshops to help them prioritize risks. Participants listed catastrophic flood outcomes—like tenant injuries and damage to vital systems—linking these concerns directly to the building weaknesses observed.

After discovering the property owners' misconceptions about municipal responsibilities, researchers identified actionable measures that homeowners could implement. Strategies include relocating essential services from basements, installing waterproof doors, and ensuring proper drainage around buildings.

The Knowledge Gap Must Be Addressed!

A separate study also revealed that tenant-owned housing associations in Sweden significantly underestimate flooding risks, with many not taking preventive actions even after experiencing multiple incidents. Ignorance, researchers say, is a major player in this troubling trend.

"If housing companies and municipalities openly share information about the measures they are taking, it empowers homeowners to replicate those actions," states Mattias Hjerpe, senior associate professor at Linköping University.
