Over 80% of New Public Rental Housing for Singles Occupied: A Glimmer of Hope for Low-Income Tenants

National Development Minister Desmond Lee announced on March 20 that the response to the Single Room Shared Facilities (SRSF) project has been overwhelmingly positive, with around 83 percent of the 480 single rooms already occupied, just over a year after its introduction.

Facilities and Amenities

Situated on the former Anderson Junior College hostel grounds at Ang Mo Kio Avenue 8, the SRSF consists of two 11-storey blocks. This initiative, rolled out in late 2023, seeks to offer privacy to low-income single tenants while maintaining a community-oriented atmosphere through shared amenities.

Each room comes furnished with essential items, including a bed frame, wardrobe, table, wall shelves, and a small fridge. Tenants also have free access to communal facilities such as laundry rooms, activity areas, and kitchens, enhancing their quality of life.

Partnership for Support

The Housing Development Board (HDB) has partnered with New Hope Community Services (NHCS), a social services agency, to manage the site and provide necessary support to the tenants. Minister Lee highlighted that this new public rental scheme serves as a vital complement to the Joint Singles Scheme Operator-Run (JSS-OR) flats, which allow singles to share semi-partitioned flats without having to find a roommate on their own.

JSS-OR Initiative Expansion

The JSS-OR initiative, launched as a pilot in December 2021, has already gained popularity, leading to its recent expansion from three to six locations, including Bedok, Buangkok, and Sengkang, now collectively hosting around 1,000 residents. With plans for nearly 5,000 additional public rental flats by 2030, the government is intensifying its efforts to assist low-income households.

Success Story: Mr. Tan Yong Hock

One success story emerging from the SRSF is that of 42-year-old Mr. Tan Yong Hock. After experiencing homelessness for over a year, which included rough sleeping and struggles with substance abuse that caused his family to distance themselves, Mr. Tan sought refuge in a transitional shelter before moving into his new rental room in August 2024. Having previously lived in public spaces under challenging conditions, he now feels secure as he pays around $150 monthly for a room of his own.

"Having my own space is a victory," Mr. Tan shared, stating that he no longer has to worry about the safety of his possessions while pursuing employment in laundry services. "I feel safe and can live with peace of mind."

Community Support and Programs

Aside from new housing, NHCS organizes community events and essential skills classes, such as digital literacy, reinforcing a sense of belonging and community among tenants. With the holistic support approach, social workers at the SRSF are on hand to provide emotional assistance and aid adaptation to shared living.

Transitioning to Permanent Homes

Furthermore, the government reports that around 8,300 public rental households have transitioned into permanent homes from 2015 to 2024, with more than 700 households reaching this milestone just in 2024 alone. About 20% of these families have benefitted from the Tenants’ Priority Scheme, designed to provide opportunities for those currently residing in public rentals.

Minister Lee emphasized the importance of a comprehensive strategy to uplift public rental tenants, involving collaboration with various community partners and agencies to ensure their needs are met holistically.

"This initiative is a crucial stepping stone in addressing the housing crisis for low-income individuals and fostering community support," he stated, promising to continue efforts to assist the most vulnerable members of society.
