Affordable Housing Takes Center Stage in Singapore

Singapore's newly appointed National Development Minister, Chee Hong Tat, has declared that tackling the affordability of Housing Development Board (HDB) resale flats is one of his top priorities. In his first public address since taking office on May 23, he emphasized the government's commitment to easing the financial strain on home buyers.

Pandemic Pressures and Future Outlook

Mr. Chee noted that soaring resale prices have largely been attributed to the Covid-19 pandemic, which hampered construction and diverted buyers toward the resale market. However, he is optimistic that prices will stabilize as a significant number of flats, approximately 13,500, are expected to reach their Minimum Occupation Period (MOP) in 2026, rising to 19,500 by 2028.

Strategic Changes in Housing Policies

From October 2024, a new Standard BTO flat purchase will come with a five-year MOP during which owners must reside in the unit. This is an adjustment from the previous norm of five-year MOPs for most BTO flats.

Boosting Supply and Enhancing Residents' Experience

During a recent visit to the Toa Payoh Ridge BTO project, Mr. Chee pledged to maintain a robust supply of new BTO flats, following the successful launch of over 100,000 flats from 2021 to 2025. The HDB is poised to deliver keys to 19,000 households by 2025 and has already handed over the keys to 7,000 new homeowners.

Connecting Communities with Better Transport

Acknowledging that some new developments may be situated away from town centers, Mr. Chee has tasked Senior Minister of State, Sun Xueling, with enhancing transport connectivity for residents. He believes improving access is key to ensuring a smoother transition into new homes.

Revitalizing Older Estates for All Ages

Looking ahead, Mr. Chee aims to breathe new life into older HDB estates, ensuring they remain vibrant and suitable for residents of all ages. Initiatives like the Remaking Our Heartland program and the Silver Upgrading Program are set to modernize neighborhoods and make them more sustainable.

A Comprehensive Approach to Lease Issues

The issue of lease decay, where properties lose value as their 99-year lease nears expiry, is also on Mr. Chee's agenda. He announced plans to closely examine the Voluntary Early Redevelopment Scheme (VERS), which would enable flat owners aged 70 and above to opt for government buybacks before their leases end.

Addressing the Million-Dollar Flat Phenomenon

In a market where HDB resale prices have risen 1.6% in Q1 2025, a startling trend of million-dollar flat transactions reached historic highs, with 141 flats sold for at least $1 million in April alone. Mr. Chee acknowledges the government's cooling measures introduced in September 2022 and is hopeful these will be temporary as the market adjusts.
