Initially, this unnamed 53-year-old businessman registered his industrial park premises in Tampines as his residential address back in 2020. He had lived there temporarily, but after relocating to a new home in 2022, he failed to update his address within the legal 28-day window.

Following a thorough investigation by the Immigration and Checkpoints Authority (ICA) and the Elections Department (ELD), authorities concluded that there appeared to be no malicious or criminal intent behind his oversight. Given this was his first violation of the National Registration Act, they opted for a verbal advisory rather than harsher penalties.

This intriguing case arose from the Electoral Boundaries Review Committee's recent report unveiled on March 11 in preparation for the General Election 2025, scheduled for May 3. It revealed a lone registered voter listed under the newly formed East Coast 42 polling district, raising eyebrows as there was no valid residence at the time.

Under Singapore's National Registration Act, all identity card holders are mandated to report address changes within 28 days of relocation. The process is simple, thanks to ICA's online change-of-address e-service.
