Major Transformation in Singapore's Healthcare

SINGAPORE: In a groundbreaking initiative to revolutionize healthcare delivery, all nine private hospitals in Singapore are slated to share patient health records on a comprehensive national platform by 2025, as announced by the Ministry of Health on Saturday, November 9.

This initiative will utilize the National Electronic Health Record (NEHR) system, which has been operational since 2011, acting as a centralized repository for crucial health data, including diagnoses, medications, allergies, and laboratory reports. By integrating private hospitals into this system, patients will no longer need to repeat their medical histories to multiple healthcare providers or undergo unnecessary tests.

Health Minister Ong Ye Kung highlighted the significant benefits of a centralized database, which can help healthcare providers reduce errors while also facilitating the use of data for various research purposes. This could pave the way for advancements in artificial intelligence, enabling predictive and preventative care strategies.

Currently, public hospitals—responsible for handling 90 percent of Singapore's acute hospital workload—are already utilizing the NEHR. Additionally, primary care providers, such as polyclinics and general practitioner clinics, participate in the Healthier SG initiative, aiming to enhance preventive healthcare.

The Ministry of Health confirmed that private hospitals have committed to collaborating with the ministry and Synapxe, the national health tech agency, to ensure their management systems will be fully integrated with NEHR by 2025. This integration is crucial in creating a more cohesive healthcare experience for patients and providers alike.

To maintain the privacy and security of patient data, the Ministry has outlined rigorous cybersecurity and data protection standards that healthcare providers must adhere to in order to access or contribute to the NEHR. These requirements involve regular updates of systems and software, staff training on cyber hygiene, and mandatory reporting of any cybersecurity incidents or data breaches.

Looking ahead, the Ministry plans to introduce legislation mandating participation in the NEHR. The Health Information Bill, anticipated to be passed in Parliament next year, will establish a framework for the safe collection, access, use, and sharing of health information throughout Singapore's healthcare ecosystem.

Key private healthcare players, including Farrer Park Hospital and Raffles Medical, are actively preparing their systems for compliance with the NEHR requirements. IHH Healthcare Singapore, overseeing notable institutions such as Gleneagles and Mount Elizabeth hospitals, has indicated that it is making significant progress toward meeting the necessary technical and cybersecurity obligations.

Mr. Yong Yih Ming, Chief Operating Officer of IHH Healthcare Singapore, expressed the organization's commitment, stating, "We are dedicated to preparing our extensive healthcare network for NEHR contribution and have been on this journey since 2018."

Thomson Medical's CEO, Lee Suen Ming, echoed these sentiments, emphasizing their readiness and proactive enhancements to their electronic medical record systems since 2023.
