
Major Shift in East Coast GRC: Joo Chiat and Chai Chee Join the Fold!

SINGAPORE – In a significant electoral shakeup, East Coast Group Representation Constituency (GRC) is poised for a considerable boost ahead of the 2025 General Election, as it absorbs the vibrant areas of Joo Chiat and Chai Chee from Marine Parade GRC. This move will increase East Coast GRC's voter count by an impressive 25%, welcoming approximately 40,675 new voters.
With these adjustments, East Coast GRC will now encompass a total of 150,691 voters, a remarkable increase from the 120,239 voters recorded in the 2020 elections. This expansion elevates East Coast GRC to the fourth-largest five-member GRC, a notable change from its previous status as the smallest five-member GRC in 2020.
Demographic Dynamics and Context
Previously led by Deputy Prime Minister Heng Swee Keat, who faced a tough contest with the Workers' Party (WP) in the last election, East Coast GRC will be looking to solidify its political presence as it prepares for the next electoral showdown. In the last election, the People’s Action Party (PAP) secured only 53.39% of the vote—a result that marked it as one of the least favorable outcomes for the ruling party.
The Electoral Boundaries Review Committee’s report, released on March 11, signaled these boundary changes. Joo Chiat ward is now under the jurisdiction of East Coast GRC, which includes notable localities overseen by Culture, Community and Youth Minister Edwin Tong. This area comprises the well-known landed estates of Telok Kurau and Opera Estate, alongside prime condominium complexes like Mandarin Gardens and Laguna Park.
Political Implications and Local Reactions
In a recent Facebook post, Minister Tong expressed his dedication to serving the Joo Chiat community and looks forward to collaborating with the East Coast team to enhance the area's vibrancy. Meanwhile, the Chai Chee estate, previously under former Speaker of Parliament Tan Chuan-Jin—who resigned in 2023 following a personal scandal—has also been integrated into the GRC.
The restructuring saw the relocation of 12,871 voters from the Siglap ward into the newly created Pasir Ris-Changi GRC, while another small section from East Coast has been assigned to the Tampines Changkat SMC, which is a largely industrial area containing just one registered voter.
Moreover, as part of the broader Singapore development landscape, the upcoming Tampines GreenOpal public housing project—set to be completed in 2025—will comprise eight blocks and around 1,070 residential units, promising to further energize the local economy and housing prospects.
A New Political Battlefield
DPM Heng’s team, which currently includes Dr. Maliki Osman and MPs Jessica Tan and Cheryl Chan, is expected to face a revived challenge from the WP, which has been a consistent contender in GRCs since 2006. The WP noted the substantial alterations in the electoral map and is expected to announce its strategic intentions soon.
Local residents, including 62-year-old retiree Mr. Soh, were caught off guard by the announcement, expressing their familiarity with boundary changes but not expecting a return to East Coast. Mr. Soh highlighted that he would be paying close attention to the developments from the PAP's East Coast Plan, particularly reflecting on the commitments made by DPM Heng in earlier announcements.
