SINGAPORE – A significant shift is on the horizon for Singapore's public service as the director of the Internal Security Department (ISD) is set to assume a pivotal permanent secretary position starting October 1. The Public Service Division announced this exciting transition on August 29.
New Leadership for Home Affairs Development
Mr. Tan Chye Hee, a seasoned public servant, will take on the role of permanent secretary for home affairs development. In addition, he will concurrently serve as permanent secretary for information and development at the Ministry of Digital Development and Information (MDDI). This dual role positions him as a key player in shaping policies vital to Singapore's security and digital evolution.
Decades of Experience Behind Him
At just 52, Mr. Tan brings a wealth of experience, having embarked on his public service career with the Singapore Police Force (SPF) in 1992, awarded a scholarship that laid the groundwork for his distinguished career. His rise through the ranks began in 2001 when he joined the Administrative Service, followed by influential roles across the police, the Ministry of Trade and Industry (MTI), and the Ministry of Home Affairs (MHA). His previous role as deputy commissioner of investigations and intelligence in SPF in 2015 showcased his capabilities before his appointment as ISD director in 2020.
Leadership Transitions Across Ministries
Alongside Mr. Tan's ascension, changes are also coming for two other permanent secretaries. Mr. Aubeck Kam, who has been serving as permanent secretary for home affairs development since November 2022, will step down from this role but will remain permanent secretary for social and family development.
A New Direction for Chng Kai Fong
Meanwhile, Mr. Chng Kai Fong, aged 46, will transition to permanent secretary for development at MDDI as of October 1, while simultaneously continuing his important duties within the Prime Minister’s Office (PMO) concerning Smart Nation initiatives and cybersecurity.
Profiles of Public Service Champions
Permanent secretaries play a crucial role in Singapore's government, operating at the nexus of policy and governance. Before joining the Ministry of Manpower as deputy secretary in 2006, Mr. Kam's career spanned various appointments in police and MTI roles. His leadership at the former Media Development Authority in 2010 cemented his reputation, ultimately leading to his position as permanent secretary for manpower in 2016.
Mr. Chng's diverse career includes significant roles within the former Ministry of Information, Communications and the Arts, MHA, and MTI, as well as a two-year stint in the private sector. His accolades include serving as principal private secretary to Prime Minister Lee Hsien Loong and leading the Economic Development Board.
