SINGAPORE – A Shocking Incident

In a shocking incident that has sparked outrage among animal welfare advocates, more than 100 live quail chicks were found abandoned in a green rubbish bin in Lim Chu Kang late on October 27. The disturbing find was reported by a vigilant individual who heard chirping sounds emanating from the bin and promptly contacted the Animal Concerns Research and Education Society (Acres).

Heart-Wrenching Scene

Upon their arrival, the rescue team uncovered a heart-wrenching scene: a quail chick struggling on top of a black rubbish bag within the bin, accompanied by numerous chirps coming from inside the bag. To their dismay, the bag contained a total of 106 live chicks, alongside several lifeless ones and unhatched eggs.

Frustrating Find for Acres

“It was a frustrating find for us,” Acres commented. “Despite our best efforts to save these vulnerable chicks, unfortunately, none of them survived their ordeal.” This tragic outcome has left animal advocates devastated as they highlight the growing issue of animal abandonment in the region.

Investigation Launched

In light of this incident, Acres reported that they have filed a case with the National Parks Board (NParks) to thoroughly investigate the circumstances surrounding the abandonment of such a significant number of fertilized quail eggs and chicks. NParks has confirmed that they are actively looking into the matter, with a firm commitment to take action against those responsible for animal abandonment or cruelty.

Alarming Increase in Animal Cruelty Cases

The Society for the Prevention of Cruelty to Animals (SPCA) disclosed that 2023 marked a concerning increase in reported cases of animal cruelty, with 915 incidents investigated—an alarming 79% increase compared to the previous year. This surge highlights the pressing need for greater awareness and stricter enforcement of animal welfare laws.

Legal Consequences

It should be noted that under the Animals and Birds Act, individuals found guilty of animal cruelty—including abandonment—face severe penalties. Offenders could be imprisoned for up to 18 months, fined as much as $15,000, or both.
