A Major Overhaul for CareShield Life
Get ready, Singapore! Starting in 2026, participants in the national disability insurance scheme, CareShield Life, will see both premiums and payouts increase significantly. According to the Ministry of Health (MOH), from 2026 to 2030, the average premium hike will be S$38 (US$29.50) annually, with some individuals facing increases of up to S$75.
Doubling the Payouts!
But it's not all about rising costs. The annual growth rate for payouts is set to double, skyrocketing from 2% to 4%! This means a policyholder making a claim in 2030 could receive an impressive S$806 per month, compared to just S$731 if the old rate had remained.
Why the Change?
Launched in 2020 to replace the ElderShield scheme, CareShield Life provides essential financial support for those facing severe disabilities. With eligibility criteria requiring individuals to be unable to perform at least three daily activities—like washing or dressing—this scheme ensures that Singaporeans receive the assistance they need.
Growing Demand for Claims
As our population ages, the demand for claims is expected to surge. Currently, there are 1,821 active claimants under the scheme, with a diverse range of ages from 30 to 93. Notably, about half of these claimants are in their 30s and 40s, highlighting the rising need for long-term care among younger generations.

Sensible Underwriting Adjustments
In a strategic move, the government will reinstate underwriting criteria for pre-existing disabilities. This means from 2026 onwards, only new applicants without such disabilities will be able to enroll. However, those with chronic conditions like diabetes can still join as long as they are not considered disabled.
The Stats Behind the Change
Currently, 1.93 million Singapore citizens and permanent residents aged 30 and above are covered under CareShield Life, alongside 535,000 under ElderShield. That's roughly 80% coverage for those aged 30 and up! With national long-term care costs nearly doubling to around S$3 billion in just five years, adjustments like these are vital.
