This alarming assertion comes from a think tank paper that has been shared with Ukraine's deputy defense minister, suggesting that the country is capable of constructing a basic nuclear weapon utilizing technology akin to that employed in the devastating 'Fat Man' plutonium bomb dropped on Nagasaki in 1945.
