The crackdown was triggered after Customs received a tip-off from a copyright owner who reported unauthorized distribution of pay-TV channels on a website utilizing illegal streaming technology. Following a careful investigation, officers identified a local individual who had been using sophisticated digital methods to circumvent copyright protections, effectively broadcasting pay-TV channels without authorization. This individual promoted their service as a "digital TV retransmission station," misleading Internet users into subscribing to their illicit offerings.

During the operation, Customs was able to monitor real-time streaming activities while an overseas basketball match was being broadcast. The result was the seizure of two pay-TV decoders, a TV signal receiver set, three computer servers used for illegal streaming, and additional electronic devices. Notably, over 50,000 digital video files, including infringing animated series, films, and television shows, were confiscated, highlighting the scale of the illicit operation.

One 26-year-old man, presumed to be the mastermind behind these illegal activities, was arrested and subsequently released on bail pending further investigations. The crackdown underscores Hong Kong Customs’ commitment to protecting copyright holders and enforcing intellectual property rights, as violations can draw severe penalties. Under the Copyright Ordinance, unauthorized distribution that harms copyright owners can result in imprisonment for up to four years and hefty fines.
