Overview of New Measures

In a significant move to bolster its status as a leading global destination for talent, the Hong Kong Special Administrative Region (HKSAR) Government has introduced three key enhancements to the Top Talent Pass Scheme (TTPS) and the Quality Migrant Admission Scheme (QMAS). 1. Expanded List of Eligible Universities

2. Extended Visa Validity Period

The first visa validity for approved Category A applicants—those earning HK$2.5 million or more annually—has been extended from two to three years. This change is designed to ease the transition for these individuals and their families as they plan their move to Hong Kong. Additionally, the 21,000 currently approved applicants can request an extension of stay for up to three years if they have secured employment or established a business in the city.

3. Enhanced Assessment Criteria for the General Points Test

The QMAS will see its assessment criteria revamped. Instead of an item-by-item scoring system, applicants will now complete a comprehensive questionnaire which evaluates them across six major aspects: age, academic qualifications, language proficiency, work experience, annual income, and business ownership. Candidates who meet at least six criteria will be eligible for submission, with no annual quotas limiting applications.

This revised framework not only simplifies the assessment process but also facilitates the admissions of a broader pool of talented individuals into Hong Kong.

According to Chris Sun, the Secretary of Labour and Welfare, these enhancements are in line with policy announcements made earlier this year aimed at reforming talent admission regulations. "Since the introduction of the new talent admission regime in late 2022, we have seen over 380,000 applications, with nearly 240,000 approved. Around 160,000 talented individuals, alongside their families, have already made Hong Kong their home," he stated.
