In a bold move to tighten border security, Hong Kong has denied entry to a staggering 12,452 visitors during the first five months of 2025, marking a significant stance on immigration policies, according to the Director of Immigration, Benson Kwok Joon-fung.
With nearly 20 million inbound travelers recorded in the same timeframe, this number only represents 0.062%, but it underscores the stringent measures being adopted.
Kwok explained that various factors contribute to these denials, highlighting concerns over potential illegal employment and inadequate travel documentation. "Some individuals may arrive without proper visas, while others might present forged documents," he mentioned on a radio program.
He emphasized that permitting such individuals would jeopardize job opportunities for local residents and that immigration officers are equipped to handle any pushback they receive from denied visitors. "Some may become confrontational, attempting to sway our decisions through sheer volume of voice," Kwok added.
A Commitment to National Security
Kwok reaffirmed his department's dedication to safeguarding Hong Kong's borders, stating, "We have a responsibility to guard the southern gate of our country." He also indicated ongoing collaboration with mainland China’s immigration authorities.
In response to the concerns of young emigrants who left during the 2019 protests, he assured residents that those without criminal records can travel freely without fear of being questioned by the Immigration Department.
Innovations on the Horizon
In an exciting development, Kwok unveiled plans to streamline the immigration process, including the implementation of facial-recognition technology at the airport, set to launch in the third quarter of 2025. This will enhance efficiency for residents traveling by private car.
Additionally, a smoother cross-border travel initiative is on the horizon. Starting next year, passengers at Huanggang Port will benefit from a new customs clearance arrangement that allows them to complete exit and entry checks without queuing twice.
Attracting Global Talent
Taking pride in its initiatives, the Immigration chief reported that over 100,000 applications for the Top Talent Pass Scheme have been approved since its launch in 2022. This scheme has successfully attracted high-profile individuals, including snooker legends Ronnie O’Sullivan and Judd Trump, who have become residents of Hong Kong. Mark Selby, a former world champion, is also contemplating residency.
As Hong Kong continues to balance security with accessibility, these changes promise to shape the city’s immigration landscape while ensuring safety for its residents.
