In a bold move against copyright infringement, Hong Kong Customs launched a massive enforcement operation, dubbed "Magpie," that began on August 11 and wrapped up recently on August 22. The target? Party rooms across the territory suspected of illegally offering karaoke songs.
Utilizing intelligence and insights from copyright owners, Customs pinpointed numerous establishments believed to be violating copyright rules by providing infringing karaoke services. Officials didn't hold back, executing raids on 40 party rooms in various bustling districts including Tuen Mun, Kwai Chung, Mong Kok, Tsim Sha Tsui, and Kwun Tong.
The Spoils of the Operation!
The raids resulted in the confiscation of 40 karaoke machines associated with the illegal songs, alongside valuable audio and video equipment totaling approximately $1.24 million! Authorities arrested eight individuals—four men and four women—ranging from 26 to 41 years old. These included seven party room managers and one employee, all taken into custody for allegedly violating the Copyright Ordinance. They have since been released on bail while investigations continue.
A Wider Implication: Lease Violations!
The investigation uncovered that 23 of the raided party rooms were situated in industrial buildings, potentially breaching lease agreements. These cases have been forwarded to the Lands Department for further action. Customs is sending a clear message: businesses must comply with copyright laws!

Under the Copyright Ordinance, handling illegal copies for business purposes can lead to severe consequences, with fines of up to $50,000 per infringing copy and potential imprisonment of up to four years. Businesses are urged to consult with copyright owners before using any musical recordings.
