On November 21, 2023, a concerning event occurred at the SkyPier Terminal Line’s Air-to-Sea Platform in Terminal 1, where a young passenger accidentally slipped into the gap between the APM train and the platform edge. Thankfully, sympathetic fellow passengers acted swiftly, pulling her to safety in just moments, and fortunately, there were no injuries reported. The APM train service continued without disruption, and no complaints were filed by passengers.
However, the incident prompted AAHK to investigate internal reporting and communication procedures. The findings revealed deficiencies in operational awareness and clarity among staff, which contributed to the situation. It's important to note that the investigation found no signs of deliberate negligence or any attempts at cover-up by employees.
Making the APM System Safer
The APM system at Hong Kong International Airport is outfitted with cutting-edge technology, including advanced sensors and infrared devices that monitor platform screen doors and train doors. 1. **Mandatory Incident Reporting:** Frontline staff have been instructed to document all safety incidents, regardless of whether they have been verified. This will ensure that all incidents are reported comprehensively to the Electrical and Mechanical Engineering Department (EMSD).
2. **Improved Training and Guidelines:** AAHK is updating its safety protocols and conducting extensive training sessions for frontline staff to enhance response times and improve incident reporting procedures.
3. **Centralized Incident Coordination:** To streamline incident investigation processes, the AAHK safety department will now oversee all investigations, promoting a unified approach to follow-up actions and resolutions.
4. **Upgraded CCTV Monitoring:** AAHK will enhance its CCTV system to provide broader viewing angles at the affected platforms, with the goal of completing this upgrade by March 2025.
