Community on High Alert: Dangerous Offender Resides in Oshawa

Residents of Oshawa are urged to remain alert as a high-risk offender has been released back into the community after completing his sentence for breach of probation. The Durham police issued an official community safety alert regarding Keith Theodore Constantin, emphasizing that he "poses a significant risk to the community, especially children."

Constantin's criminal history is alarming, with convictions including sexual assault with a weapon, robbery, and possession of explosives, among other offenses. These serious charges have led authorities to take precautions in informing the public about his presence in the area.

Under the Community Safety and Policing Act, law enforcement officials can disclose information about individuals they believe to be a threat to community safety. In this case, the police are taking extensive measures to monitor Constantin's activities, as he is subject to electronic monitoring.

Specific restrictions have been placed on Constantin's behavior to protect the public. He is prohibited from being alone with minors under the age of 16 unless accompanied by a responsible adult over the age of 21.
